Background:

Matanataki General Partners Pte. Ltd, the Singapore-based General Partner associated with Fiji-based Matanataki Pte Ltd, seeks a service provider that can deliver reliable financial management and management accounting, tax support, year-end audit support, accounts payable administration, payroll service, cashflow planning, CFO advisory, and ongoing client success support. The appointed provider will be expected to maintain accurate, timely, audit-ready financial records and support management decision-making.

Objective:

The objective of this RfP is to appoint a qualified service provider to deliver a coordinated finance function that supports statutory compliance, management reporting, operational payments processes, audit readiness, and forward-looking cashflow and financial advisory needs.

Scope of Work:

The successful proposer will be expected to provide the following services.

1. Financial and Management Accounting

  • Preparation of financial and management accounts for Matanataki General Partners Pte. Ltd. in accordance with IFRS as adopted in Fiji.
  • Weekly transaction processing.
  • Cash basis and/or accrual basis accounting, as required.
  • Month-end close and account reconciliations.
  • Preparation of balance sheet, statement of operations, and statement of cash flows.
  • Maintenance of general ledgers and supporting schedules.
  • Bank and cash reconciliations.
  • Fixed asset and depreciation schedules.
  • Maintenance of audit-ready books and organized financial records.

2. Tax Support

  • Preparation of Estimated Chargeable Income filings.
  • Preparation of annual tax computation and filing.
  • Quarterly GST reporting and filing.

3. Year-End Audit Support

  • Coordination with external auditors on books, records, and supporting documentation.
  • Preparation of reconciliations, schedules, and analyses for audited financial statements.
  • Completion of auditor-provided templates and confirmations.
  • Coordination of the audit timeline and key milestones.

4. AP, Payroll, Cashflow and CFO Advisory

  • Set up and execution of electronic payments as requested.
  • Set up and execution of monthly payroll.
  • Management of vendor call-backs and payment correspondence.
  • Resolution of failed, rejected, returned, or on-hold payments.
  • Management of vendor onboarding documentation prior to initial payment.
  • Assistance with banking correspondence and administration.
  • Preparation and maintenance of a rolling 12-month cashflow forecast.
  • Updating of the forecast on a weekly, monthly, or custom cadence.
  • Participation in bi-weekly calls and active correspondence by email and WhatsApp.
  • Preparation of budget versus actual analysis.
  • Implementation of audit-ready policies for vendor payments, expense reimbursements, and capital expenditures.
  • Advice on policies and processes in line with applicable accounting and audit standards.
  • Provision of ad hoc financial analysis and decision support.

5. Client Success and Support Services

  • Provision of a client success manager.
  • Provision of a dedicated bookkeeping team.
  • Participation in routine bi-weekly calls and ad hoc calls as needed.

Deliverables

The proposal should clearly describe how the proposer will deliver, at minimum, the following outputs:

  • Timely monthly management accounts.
  • Reconciled ledgers and month-end working papers.
  • Tax filings and compliance submissions within required deadlines.
  • Audit support schedules and coordination with external auditors.
  • Payment processing support and vendor administration.
  • Rolling cashflow forecasts and budget-versus-actual reporting.
  • Written policy and process recommendations, where applicable.
  • Regular service meetings and responsive ongoing support.

Vendor Qualifications

Proposers should demonstrate:

  • Relevant experience providing outsourced finance and accounting services to companies of similar scale or complexity.
  • Capability in IFRS-based financial reporting and Fiji tax compliance.
  • Experience supporting external audits and maintaining audit-ready financial records.
  • Capability in accounts payable operations, cash management, and financial planning.
  • Availability of appropriately qualified accounting, tax, and advisory personnel.
  • Strong communication practices and service responsiveness.

Proposal Requirements

  1. Proposals should include the following:
  1. Executive summary.
  2. Firm profile and relevant experience.
  3. Description of the proposed service delivery model.
  4. Team structure, including key personnel and roles.
  5. Approach to the scope of services and deliverables.
  6. Proposed implementation and transition plan.
  7. Service levels, communication cadence, and escalation procedures.
  8. Fee proposal, including pricing assumptions and any out-of-scope rates.
  9. At least two relevant client references.
  10. Confirmation of legal standing, professional certifications, and insurance coverage where applicable.

Evaluation Criteria

Proposals may be evaluated against the following criteria:

  • Relevant experience and qualifications.
  • Understanding of the required scope.
  • Quality and practicality of the proposed approach.
  • Strength of the proposed team.
  • Responsiveness and communication model.
  • Price and overall value for money.
  • References and past performance.

Indicative Contract Term

Please state the proposed contract term, whether services are offered on a monthly retainer, annual engagement, or other commercial basis, and identify any minimum commitment period.

Terms

Matanataki General Partners Pte. Ltd. reserves the right to accept or reject any proposal, request clarification from any proposer, negotiate with one or more proposers, and discontinue the procurement process at its discretion.
