Purpose

Siga Damu Inc Pte Ltd invites specialist service providers to submit a proposal for technical assistance services to support Fiji-based execution, coordination, rapid assessment, implementation support, and supply-chain development under the specialist-led hybrid delivery model for the company’s investment readiness and pilot work.

Background

The revised delivery model is structured around an initial joint July 2026 Fiji mission, followed by a longer period of in-country execution in October / November 2026, timing to be confirmed.

Under this model, a company-nominated lead will provide the overall strategic, technical, commercial, and planning leadership for the assignment, including market and production review, technical design, work-planning, and integration of recommendations into the investment readiness package.

The successful firm will act as a technical assistance provider to Siga Damu Inc, supporting delivery through field coordination, stakeholder engagement, practical implementation support, operational assessment, and the preparation of field-based inputs for use in the wider project process.

Role boundaries and coordination

The successful service provider will deliver technical assistance services to Siga Damu Inc within the overall project structure led by the company-nominated lead.

The provider’s role is to supply field execution, operational analysis, logistics coordination, implementation support, and practical on-the-ground inputs. The provider is not expected to duplicate the company-nominated lead’s responsibilities for strategic planning, market assessment, production and product logic, technical design, overall work-planning, or final integration of recommendations into the investment readiness package.

All substantive outputs produced by the service provider should be framed as technical and operational inputs for Siga Damu Inc’s use within the overall project, including for review and integration by the company-nominated lead where relevant.

Scope of services

The service provider will be expected to:

  1. Mobilise and undertake pre-visit planning, including logistics, scheduling of counterparts where relevant, site access, and field preparation, in coordination with Siga Damu Inc and the overall project lead.
  2. Participate in the five-day July 2026 Fiji inception mission to lead field coordination, rapid operational assessment, stakeholder follow-up, logistics review, and basic practical work feasible within mission constraints, while supporting the wider project process.
  3. Consolidate post-mission field findings and provide operational inputs, action tracking, and implementation observations for incorporation into the overall project workplan and decision-making.
  4. Undertake a follow-on in-country execution visit of approximately 25 days to lead practical implementation support, systems and workflow setup, partner follow-up, pilot preparation, and completion of agreed field tasks.
  5. Provide operational, logistics, supply-chain, costing, and field-risk inputs to support business planning, financial modelling, and investment readiness materials, without duplicating the strategic, technical, commercial, or integration functions assigned elsewhere in the project structure.

Required deliverables

Proposals should demonstrate the proposing firm’s ability to deliver the following outputs:

  1. A mission package comprising a Fiji mission logistics plan, stakeholder engagement schedule, rapid field assessment report, and post-mission action tracker.
  2. An operational supply-chain assessment for scabra, shrimp, and grouper covering field realities, logistics, processing, operational risks, bottlenecks, compliance constraints, and proposed mitigation measures.
  3. Practical field-testing outputs compiled in a report, including tested logistics and handling pathways, prototype product outputs for scabra where feasible, and operational input material for SOP development.
  4. Five-year CAPEX, OPEX, and indicative volume inputs for the relevant supply chains, together with a high-level grouper feasibility input note suitable for financial modelling.
  5. Facilitate the procurement of sample SOP for Scabra at a price approved in writing by the Board of Directors.
  6. A sequenced field implementation note distinguishing minimum viable and target supply-chain configurations, setting out next-step requirements, dependencies, and practical implementation considerations.
  7. Inputs into designated business plan chapters limited to operations, supply chain, logistics, and field risk management, together with comments on draft investment readiness materials where requested. The service provider will not be responsible for overall business-plan architecture, strategic framing, market analysis, or final integration of recommendations.

Proposal requirements

The service provider’s proposal should include:

  • Understanding of the assignment and delivery context.
  • Confirmation that the service provider understands its role as a technical assistance provider to Siga Damu Inc within a project structure led overall by the company-nominated lead.
  • Proposed methodology and workplan for each stage of the assignment.
  • Team composition and named personnel, including role allocation between field and remote functions.
  • Detailed timeline, including mobilisation, July mission, follow-on October / November TBC mission, and reporting milestones.
  • Fee proposal, reimbursables, travel assumptions, and payment schedule.
  • Key assumptions, exclusions, and dependencies.
  • Relevant experience in Fiji or comparable Pacific fisheries, aquaculture, logistics, and export-focused field delivery.
  • Proposed format and timing of progress reporting and stakeholder coordination.

Indicative level of effort

The scope anticipates deployment of 5 days in Fiji in July 2026, a further 25-day return mission in October / November 2026, 8 remote working days, and 4 travel days, with approximately 38 working days in total excluding travel.

The proposal may refine this allocation where justified, but should remain aligned with the staged delivery logic and intended outputs.

Evaluation considerations

Proposals are expected to be assessed against the following considerations:

  • Demonstrated understanding of the staged hybrid delivery model and the practical purpose of the July mission.
  • Demonstrated understanding of the service provider’s role as a technical assistance provider to Siga Damu Inc within an overall project structure led by the Project Lead.
  • Strength of the proposed Fiji-based execution approach and feasibility of the field methodology.
  • Ability to produce practical field evidence and operational recommendations that strengthen, rather than duplicate, the specialist and project-lead functions assigned elsewhere in the project structure.
  • Relevant technical and operational experience in scabra, shrimp and grouper fisheries, aquaculture, processing, logistics, and export pathways.
  • Value for money and clarity of assumptions.

Service agreement interface

The successful proposal is expected to form the basis of a subsequent service agreement. The final contracted scope, deliverables, milestones, commercial terms, coordination arrangements, and role boundaries will be confirmed in that agreement.

Fees and Proposal Requirements

Proposals should, at a minimum, include:

  • Line itemised fees by work scope
  • Brief description of experience and team
  • Confirmation of ability to meet the proposed timelines.
